Vision

The Mississippi Underage Drinking Prevention Coalition’s vision is to see every youth in Madison and Rankin Counties alcohol-free.

 

Mission

The Mississippi Underage Drinking Prevention Coalition’s mission is to create a clear community consensus that underage drinking is illegal, unhealthy and unacceptable.

 

History

In 2008, DREAM, Inc. and the National Council on Alcohol and Drug Dependence of Central Mississippi (NCADD), collaborated to form the Mississippi Underage Drinking Prevention Coalition of Madison and Rankin Counties (MUDPC), and was competitively selected by the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse (BADA) to implement the Strategic Prevention Framework State Incentive Grant (SPF SIG). The SPF SIG is one of the Substance Abuse and Mental Health Services Administration’s (SAMHSA) infrastructure programs. The purpose of the SPF SIG program is to provide funding to states, federally recognized tribes, and U.S. territories to prevent and reduce substance abuse, including underage drinking; reduce substance abuse-related problems; and build prevention capacity and infrastructure. The Framework is to be implemented in the following phases: (1) assessment, (2) capacity building, (3) the development of a comprehensive strategic plan, (4) implementation of evidence-based programs, practices and policies, and (5) evaluation. Cultural competence and sustainability is infused in the center of the five steps and are two concepts that are critical to long-term prevention efforts.

 

Goals

1. Prevent and/or reduce underage drinking consumption of alcohol and its related consequences

2. Reduce alcohol-related expulsions and suspensions

3. Reduce DUI arrests under 21

4. Reduce alcohol-related motor vehicle crashes/deaths

 

MUDPC Committees

 

Publicity/Event Planning

This committee’s responsibilities will include assisting MUDPC in planning, organizing and executing special events such as Alcohol Awareness month, press conferences, legislative rallies and other events; help to “get the word out” about these events through their various networks and media contacts; and review MUDPC public relations materials such as brochures, Web site and other information to provide feedback on their effectiveness. This committee will also ensure that materials are culturally competent.

 

Public Policy/Enforcement

This committee is responsible for analyzing local ordinances related to alcohol use and making recommendations to MUDPC about necessary changes to these ordinances in order to more effectively achieve MUDPC goals or how to actively participate in the public policy dialogue. The committee will help organize advocacy efforts or efforts designed to make policy makers aware of laws that are not supportive of underage drinking prevention.

 

Sustainability

This committee is responsible for assisting MUDPC in efforts to sustain its programs. The committee will explore the feasibility of applying for a 501c3 status and federal and foundation grants. The committee will work with the Evidence-based Practices/Program committee to ensure that positive program outcomes are sustained.

 

Evidence-based Practices/Programs

This committee is responsible for reviewing practices and programs to be implemented by MUDPC to determine their relevance for the target population and ensuring their cultural competence and feasibility. The committee will also assist MUDPC in addressing any implementation barriers, reviewing evaluation data, ensuring youth involvement in the coalition, and identifying other practices and programs that may need to be implemented.

 

 

 

Mississippi Tobacco-Free Coalition of Copiah and Lincoln Counties
NCADD coordinates a coalition of community-based organizations that work to reduce disease, disability and death associated with tobacco utilization and exposure. The primary goals of the coalition are to:

 

  • Prevent tobacco use and initiation among youth
  • Advance statewide cessation services
  • Minimize exposure to second-hand smoke
  • Eliminate tobacco-related disparities

Our SAPT Block Grant Program
NCADD is a recipient of the Substance Abuse Prevention and Treatment Block Grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) which is administered by the Mississippi Department of Mental Health, Bureau of Alcohol and Drug Abuse.  Our programs focus on the prevention of underage drinking, all forms of illegal drug abuse and informing communities of the lifestyle choices and protective factors that can keep all Mississippians safe from the harm caused by drug and alcohol abuse.


This year our programs have included presenting evidence based prevention programs, participation in Red Ribbon Week activities and the dissemination of literature.  Programs have taken us to Nichols Middle School, Canton High School, Canton Boys & Girls Club, Jackson Parks & Recreation’s Summer Camp programs at Grove Park Community Center & Chastain Middle School and to Flora and Canton community programs.  Our Merchant Education programs provide training and education to businesses that sell alcohol and tobacco to promote strict adherence to the laws that govern sales of alcohol and tobacco products.    


What is the purpose of the Block Grants?
States will use the Block Grant (BG) program for prevention, treatment, recovery supports and other services that will supplement services covered by Medicaid, Medicare and private insurance. Specifically the BG funds will be directed toward four purposes:

 

  • Fund priority treatment and support services for individuals without insurance or for whom coverage is terminated for short periods of time.
  • Fund those priority treatment and support services not covered by Medicaid, Medicare or private insurance for low income individuals and that demonstrate success in improving outcomes and/or supporting recovery.
  • Fund primary prevention – universal, selective and indicated prevention activities and services for persons not identified as needing treatment.
  • Collect performance and outcome data to determine the ongoing effectiveness of behavioral health promotion, treatment and recovery support services and plan the implementation of new services on a nationwide basis.
